Cyber insurance covers the financial losses a business suffers from data breaches, ransomware and other computer-system attacks. It pays for incident response, legal liability and lost income after an attack, and is increasingly underwritten by specialist MGAs using their own security data.
How a cyber policy is put together
A cyber policy is written by a carrier or, increasingly, an MGA that supplies its own underwriting platform and technical risk-scanning tools rather than relying only on a broker's questionnaire. Buying it usually means completing a security assessment, then getting access to a panel of vetted vendors on the way in — breach coaches, forensic investigators, ransomware negotiators and public-relations advisers — who are called in automatically once an incident is reported, with the insurer coordinating and paying for the response rather than the policyholder having to find help alone.
Why underwriting it stays difficult
The hard part is that losses are not independent the way a fire in one warehouse is: a single vulnerability in one widely used piece of software, or one ransomware gang, can trigger claims across many unrelated policyholders in the same week, which is the aggregation risk that worries reinsurers most. Attacks increasingly use AI to write phishing lures, find weaknesses and even negotiate ransom demands, and insurers still argue over where a state-backed or politically motivated attack should trigger a standard war exclusion, leaving coverage genuinely uncertain in the largest scenarios.
The split between first-party and third-party cover
Cover splits into first-party protection, which pays the policyholder's own costs — incident response, business interruption, ransom payments, system restoration — and third-party liability, which pays claims and legal defence when customers, regulators or business partners sue over a breach. Many property, professional-indemnity and technology-errors policies also carry 'silent' cyber exposure buried inside ordinary wording rather than excluded or priced separately, which is why insurers keep rewriting other lines to state explicitly whether a cyber event is covered.
Where the activity sits today
Among the companies covered here, cyber-focused MGAs and insurtechs — At-Bay, Coalition, BOXX and Parametrix among them — build their own scanning and claims-data platforms rather than pricing purely off broker submissions, and that data edge has made them acquisition targets: Munich Re bought At-Bay outright, and Allianz moved a cyber book to Coalition. Reinsurers and brokers such as Munich Re, Tokio Marine, Arch and Gallagher shape capacity and pricing from behind the scenes, while newer entrants like Bloc Cyber and IGI's Cipher Underwriting keep launching into specialty niches. The subject overlaps heavily with AI, claims and underwriting, and M&A, less with property and catastrophe.
