A managing general agent, or MGA, is a specialist firm an insurer authorizes to underwrite and bind policies on its behalf. It sits in the chain between the policyholder and the carrier that ultimately carries the risk, usually in a niche line the carrier cannot staff for on its own.
A managing general agent takes on underwriting authority normally kept in-house at an insurer: it can quote, price, bind coverage and often handle claims for a defined book of business, under a delegated-authority agreement with the carrier that backs it. The carrier supplies the capacity and remains liable for the risk; the MGA supplies underwriting judgment, distribution relationships and the systems that run daily operations. A policyholder or broker typically deals only with the MGA and may never interact with the carrier standing behind it.
MGAs exist because a carrier cannot economically build deep expertise and distribution for every specialty line it wants to write, from niche property exposures to narrow liability classes; delegating that work to a focused specialist is often cheaper and faster than doing it in-house. The arrangement is easy to misread as simple brokering, but an MGA carries underwriting authority a broker never holds, and that authority is what makes carrier oversight, audit rights and clear binder terms essential rather than optional.
In insurance technology, the MGA layer is where a lot of building happens: platforms for submission intake, data interchange with carriers and brokers, and AI tools aimed at pricing and workflow automation are commonly built for or around MGAs rather than for carriers directly. The structure also draws new entrants and consolidation alike, as specialty underwriters launch their own MGAs, established players acquire smaller ones to widen distribution, and some pull back or wind down when a niche does not scale as hoped.
