Protection gap

The protection gap is the difference between economic losses that occur and the amount actually covered by insurance. It applies at both individual and national scale, from uninsured households to entire regions after a disaster.

When a loss occurs and no insurance policy responds, the shortfall falls on whoever holds the risk instead of the insurer: a household draining savings after a flood, a small business closing after a fire, or a government funding disaster relief and rebuilding out of public budgets. Insurance is meant to move that burden onto pooled capital and, further along the chain, onto reinsurers and capital markets; the protection gap is simply the portion of loss that never reaches that chain at all.

The gap opens for several distinct reasons that are often lumped together: people underestimate risks they have not personally experienced, premiums are unaffordable relative to income, insurers decline to write cover in areas they judge too hazardous or too costly to price, and some risks, especially catastrophic or slow-moving ones like climate-driven flooding, are structurally hard to underwrite at all. Closing it usually means addressing more than one of these causes at once.

In insurance technology the gap shows up as a distribution and pricing problem: parametric products that pay out on a measured trigger rather than a claims process, embedded cover sold alongside another purchase, and mobile-first microinsurance aimed at customers a traditional agent network never reached. Better risk modeling and cheaper distribution are the two levers most often built around closing it.
